Over time the technology within an area will spread into neighbouring provinces, which can give you stronger growth rates, and you can send your spymaster to other countries to boost your point accumulation rates as always. It’s a much better system as it gives you some more direction as to how your civilisation evolves. The new system lets you accumulate “Tech points” in three different streams (Cultural, Military, and Economy) and spend them where you want to. The tech system in Crusader Kings has always been a little weird- you’d pick a technology to research, and over time it’d just get better, with no real direction.
